Finding a Multi-Family builder

I have been exploring multi-family properties, but there are very few/none in the area I'm interested in.  I've been considering the option of building them new as rent demand is very high.  Does anyone have experience with NEW multi-family properties?  

My primary questions are:

1) How do I find a builder who specializes in Multi-family?  I've search the local HBA website and all over the internet, but can't find anyone other than normal single family builders.

2) I am guessing I will need additional zoning approvals?

3) If you are building new is there still value in multi-family or would I be better served continuing to grow my single family portfolio?
