Zoning for basement?

Acquiring a 4 unit fourplex this ear with FHA this year. My business partner and I understand that we will have to leave there for one year, but question how do I figure out zoning or requirement when I do acquire a property so we can convert the basement to a living able space. And once we move out also rent that out with all the safety and bells included. But I understand some locations basements are off hands only for storage?.

 I guess I am asking how do I find out such a thing, would it be base on each town I invest in or a state thing?.
