Section 8 and CHFA Deal Structure - Multifamily Colorado

I have a friend who is having trouble structuring a mid size apartment building (50 ish units). It's a CHFA and Section 8 deal, he's older, and doesn't use Bigger Pockets (I've tried...)

Basically we're trying to figure out what happens after the 15 year term expires.
