Converting duplex into fourplex

Hi,

I have this duplex property with 2 two bedroom units in San Rafael California. It is zoned as DR and I already applied for a detached ADU and conversion of the garage into an ADU. I was wondering if I could convert the duplex into fourplex and increasing number of units. 4 unit of one bedroom plus two ADUs however the city told me according to zoning not possible but according to the general plan adopted possible. They will have to review this internally and let me know but she was not optimistic about it. Do you guys have any suggestions ? The property next to me is a multi family fyi.
