Duplex - Deed was not recored right. How Can I fix it?

Hi I have one duplex I would like to buy. Foreclosure. Bank said they only own half of it. I looked city record. What happen was when they foreclosed, They forgot to record another half. But this deed says 2 units number on deed in one side.

Last person who is on deed for another unit was from 2003. This owner paid $1 to record deed. But after that,, No body took time to record another half.

If I buy this duplex with 2 units number on it, Is it OK to claim another half? If you know what is the best way to get deed for another half, Please let me know. Thank you so much.
