Common Building Meter Installation

I recently bought a multi-family property in Belmont Cragin. It is a 2-unit flat with a basement. It has three electrical panels inside (one for each unit and the basement/common areas) and spots for three meters. It seems the common area meter is missing. The basement/common areas panel is being jumped feed from the 1st floor panel. I’m hiring an electrician to seperate, he said this would be no problem. 

How do I work with ComEd to get the common building meter installed. Will I run into any issues? How I get billed to the common meter like I do for units 1 and 2.
