Shasta County, CA Tenant Law Question

I am considering purchasing a duplex to live in one of the units and continue renting the other, but I am not sure regarding the tenants laws in Shasta County. If both units are inhabited can I buy the property and move into one of them? Or can the tenants refuse to leave? How does that work?
