Multi-Family HOA or No HOA

I'm currently comparing two multiplex units. Both are quadplex with 2bd 1 ba mostly comparable price. Main difference is one quadplex comes with an HOA that covers water, sewer, garbage, exterior building maintenance, and building insurance. The other has no HOA. Has anyone come across these types of units? Which is preferrable? Are HOAs worth the headache if they take care of this much of the building?
