Best Metros for Low Property Taxes

I’m building a top 10 list of metros for out of state investing. One factor I’m considering is the states with low effective tax rates for property taxes (in order to maximize cash flow).

However, my state (SC) has a higher assessment ratio for non owner occupied homes. 4% for owner occupied and 6% for investor properties. That increases my effective tax rate by 50% for investment properties.

Do other states have this difference between owner occupied and non owner occupied? Or can I just look at the effective tax rate charts here and compare other markets to 1.5x SC?
