Question regarding a Pre-foreclosure property

I was reading a few posts on pre foreclosure info. We just purchased our first short term rental near the beach and there is another condo that is in pre foreclosure. This owner passed away and his significant other (who now owns the property) is incapacitated. I feel like there is no way to get a deal on this until it goes through the entire foreclosure process and is at auction. Does anyone else know if there is a way to place an offer on this property.
