buying a majority of a condo complex? good or bad idea?

i am thinking about buying majority units of a larger condo complex? about 60 units of 100. my concern is the dependency on the HOA, even though i would be majority vote, i still need 2/3 votes to be passed for capital improvements and i imagine there is some dependency on the minority owner paying their dues or failing to do so.


does anyone have experience with this?
