How do you accurately estimate Expenses- Maint and Repairs/ R

Hello- I am trying to build a proforma for a specific property but am seeing a HUGE variation in what I should be using as expectation for Maintence and Repair costs, Utilities, and reserves. 

Also- CAPEX reserves.

How do you accurately judge this? I have seen the biggerpockets calculators, and seen what some syndicators use and these numbers are all over the place.

Reserves - $350/unit/year

Utilities - check historical numbers for the subject property.

Repair & Maintenance - depends on the property condition. $250-300/unit/year for large properties if most units were recently upgraded.

Make Ready - $250-300/unit/year
