Quebec tax sales information

Hello! I wondered if anyone has experience with property tax sales in Quebec?

I am in Ontario and wondered if someone might have insight of the process, it seems different than in Ontario as there is no starting price listed. I'm curious since it is auction style and not closed tender, if this is a really competitive event and if properties start at 0$ or if the auctioneer sets a starting price at the time of bidding?
