found a house - now what?

I found a house on property in an area that I want. The realtor reached out to me when it hit the market because I had contacted her when it was in process of going back to the bank. It is listed at 244K and I looked up the sale and the bank has a note for 184K. Do I make an offer to the realtor or would I have better luck contacting the bank directly??

The realtor said "it needs a kitchen" which makes me think they either never finished building the house or they stripped it when it went back to the bank. This house took forever to go back to the bank (by the way).

Any advice is appreciated. Thanks,
