foreclosure to sale timing

While doing some research on a house that was being foreclosed on and auctioned on the courthouse steps, I found that the winning bidder was to transfer their bid to VA or HUD. Am I correct in assuming that this means the house will show up on the HUD or OCWEN website for sale? If so, how long does it normally take for this to happen? The houses has had some issues with the basement flooding in the past. Now that the power is turned off, the pump in the basement can't dispose of the accumulating water which will eventually inundate the basement again.
Any information or comments from prior experience would be greatly appreciated.
