Making offers on foreclosures; Highest and Best

Made 3 offers last week. Every time the agents have come back saying multiple offers, submit highest and best. Is this just a ploy to squeeze a higher price or is it legit?

Also, is it better to submit your highest and best closer to the deadline? My thinking is that if you submit early, the listing rep will provide info to 'insiders'. I know that isn't ethical, but I know stuff like that happens.
