New to Foreclosures in IL

Hi Im a New and Trying really hard Investor here in IL. Can somebody help pls. My question is If a property is scheduled to be auctioned lets say a month from the date yo have found the property and is listed at the county records. Is it still possible to talk with the owners and buy the property from them before the auction date? and what questions should be asked for the property owner? ei "How much do you owe the bank?, How much taxes are owed?" 

Much needed guidance is highly appreciated. thank you very much.
