Online Auction-style Bidding on Hubzu.com

I'm new to Hubzu.com. Today, a friend placed a bid. Someone else placed a higher bid. My friend submitted his bid as a backup. The bidding closed. Moments later, the property was listed again for a lower amount than previously. My friend's card was charged a $2500 deposit. Is that a trend/indicative that Hubzu.con may contact my friend to make a "counter-offer" as the "backup" offer?
