HUD foreclosures advice

I am trying to purchase a HUD foreclosure. I am new to all of this. I really want to let my college age son live in it and fix it up while he finishes college and then in a few years have a rental. I'm being told it can't be seen as owner occupied in this scenario and they are giving preference to owner occupied because they want a family to buy the home. They won't take other offers at this time. Is this normal? Does anyone have any advice to offer on this situation? Ok
