Buying a pre-foreclosure

Hey guys I’m still new to all of this and trying to learn more about the systems before I get too deep.

I understand when buying a foreclosure you can not barrow the money from a lender. However, I still can’t find an answer on if you can barrow the money for a Pre-foreclosure.

Anyone have an idea if you can barrow on one? If so is this a smart way to go?
