Does anyone have experience with buying packages of properties from banks? Who should I contact to inquire about this at a bank?

What Brian said. If you are looking for a portfolio of properties, call landlords. Most banks list individual properties on mls. Banks will send portfolios to investors they have worked with in the past and know though. Not really a way to get on their lists unless you have a relationship with them. But those portfolios are multimillion $ ones.
