Help with bidding on a hud house

Hi guys I am looking into a hud home that has been on the market for 100 days. It has had 2 price reductions and went pending but then relisted back at last price reduction price @ 43,000 IE. The property is in a rural are and the only issue on the pcr is plumbing failed pressure test. Can someone give me some ideas as a starting point for bids. I am also wondering at what point is a property considered aged inventory?
