Foreclosure auction thru county

Hello BiggerPockets community,  this is my very first post; My name is Jairo Aguillon and I am an absolute newbie to anything in real estate. I started out reading “rich dad poor dad,” and then Somehow someway ended up here. Right now I would like to ask and gather information from others that have done the things I would like to achieve but I don’t know anyone in real estate. I’m currently reading and would want to take seminars; which brings me to the next couple of questions to anyone out there willing to share their thoughts and experience.

1. What is the best seminar/book that teach and share knowledge in tax lien certificates in Texas?

2. The following link is what I was able to find near me in the county website and I am curious but when it’s a foreclosure auction does one do a bid on the property then aside from the money they spent in the bid they have to pay the existing mortgage?

3. Are foreclosures and tax lien certificates auctions different? So are they held in different places and dates?

And that is it awesome community , I’m sure eventually as I start to learn different strategies in real estate I’ll  have plenty more questions, as of now since my start up money is not too high I feel that maybe I can get lucky and get a property for a low amount of money in an auction. I don’t have good credit so that’s also a reason why I would like to start there. Am I making a mistake by wanted to gain knowledge in that type of strategy?  As I stated earlier I’m not wanting to start doing anything yet , I would like to learn as much as I can before I do. Also, I do apologize in advance for the long thread and I would like thank you guys for all the good information out there.
