bidding on a HUD house

Hey all I am a newbie here ..completely new.  I found a hud home I would like to make an offer on but am not sure if I should bid asking price or lower. My agent isn't helpful at all. This will be owner occupant. I am looking at a 4 bedroom manufactured in a very small town in OK. It has been on the market 63 days now and has had two price drops, is now 17k below original list and is insured with escrow. This will be an all cash offer. The list price now is $43,000. Should I offer full list or bid lower? What is good starting bid? I am a single parent trying to do all this alone and am very confused.
