HUD homes from County records,

Is there any way to find out when certain properties held by HUD will be put out to bid on the HUD homestore? By this I mean being able to locate properties currently held by HUD and doing the homework before they are listed online. Also, is my interpretation correct that this is the only way you can make offers on any HUD home is through placing a bid online through a HUD agent?
