How do i find out if the seller owes and has a lein ?

A title company will normally do a title search for a couple hundred bucks or for free if you close enough transactions with them. You can also look up the title information yourself in some areas but it typically has minimal costs for a subscription of some kind. If we are ever moving forward with a transaction we have our title company do one.
