Getting in touch with the bank

I know of a property in TX that I would really like to learn more about and possibly put in an offer on. I had a lawyer friend of mine do some searches and she found that it is now owned by Chase. I have been by the house several times and it is definitely still being lived in.

The property does not show up on Chase's REO website, when I call they don't know anything and it is not being listed by an agent. Has anyone run into a situation like this before or have any ideas for how I could proceed with this?
