SFR Auction with 2nd Trust Deed with HUD as Lender?

There's a SFR being sold at auction. First mortgage with a bank $168k (122k balance), 2nd lien/trust deed with Hud for $33k. Would the 33k need to be paid back in addition to the amount bid at auction?
