Possible first time pre-foreclosure purchase

My husband was recently approached by an acquaintance to buy a home that they were renting but is close to foreclosing due to tenant not paying. Would only like to offer what’s owed but would like to get cash out for any repairs. We need to see what condition the home is in but need a roadmap on how to start. Home is in NC. Any advice is appreciated!!! Thanks
