Did the bank drop the ball?

I am needing some opinions and suggestions I have a gentleman who is still on title to his house and believes his house has been foreclosed on its been vacant for over 5 years the tax lien is pending but I cant find any information through the county sites  about a foreclosure on this property even did a title search on fiverr  (for the time being not an actual title co I was told sometimes the bank drops the ball and don't foreclose on some homes he is reluctant to call the bank.

@Henry Marshall  If you want to buy the house hurry get it under contract anything shows up on title.  Don't call the bank.
