Tips on next steps will REO 2011 Foreclosure

Any tips for making an offer on REO, no real estate broker or auction listing, but the property has been vacant for about 8 years. Do I start a complaint with the city, code violations? Foreclosure took place in 2011 and foreclosure deed has Orlans Moran PLLC for Sovereign Bank (now Santander Bank). Property is in MA
