NYC Sheriff's Sale Foreclosure

Hi Everyone,

Just wanted to know if anyone has dealt with a Sheriff's Sale Foreclosure. It's the first time I've come across this in NYC. Most of the time it's traditional mortgage foreclosure, tax liens or Estate sales by the public administrator.

Why does a Sheriff sell a property? And does anyone know how clean a title it should be? ie when buying from a public administrator the deed is delivered free & clear.
