Eviction of Unknown Tenant

I need to evict tenant after foreclosure.  However I don't know who the tenant is?  I am guessing the JP probably doesn't like John/Jane Doe evictions and wants the proper person served.   I've tried all my good people/address search tools to find out who is living there, but I'm pretty sure what has returned was not valid.   

Is there any good way to find out who lives there?  Maybe from utility billing or some kind of US mail address correction?

Appreciate your ideas.
