Vacant Pre Foreclosure question

So I sent a card to the owners tax address. It is a pre-foreclosure. The card came back as 'vacant, no forwarding address.'

What would you suggest the next step would be to find the owner? Or is it likely that it is past time to stop the foreclosure and it will be an REO?

@Leah Stuever let the skip-tracing begin! We pay for software that helps us get phone numbers, but that may not be enough. You may want to talk to as many neighbors as you can until you get in front of the owner.
