Transfer value price

Hi everyone, how is that when you see a foreclosure home listed on a site and it shows the transfer value 90% lower then the market value does that transfer value reflect the price that it will eventually be on auction?

@Shia Mandel I don't know what they mean by "Transfer value" and why it would be so low. i suggest you call the company providing the information ans ask  'What does transfer value mean?"
