Listing realtor won't return calls

I want to make an offer on a property but the listing realtor is not retuning my calls. It is a flat rate type " help you sell" type office. I can't believe an REO has used such a service. Can I go over their heads somehow???

This is one reason why having a buyer's agent is a decent option. Another agent has a lot more chance of getting in touch with the typical REO agent than a typical buyer does.
