HUD took my bid and excepted it and now they wont

hello everyone...hopefully i can get some help.

i am trying to buy a hud house. i put my offer in and they countered saying that they needed 500 more bucks to reach there minimum bid. so i did that and i thought the bid was accepted. found out the agent messed up a bit on the paper work. so when we tried to turn in the paper work again they would not take it because they said they took the house off the market to get reappraised. the house has been appraised before cause certain websites were show what it was appraised at. so if i am a willing buyer that would take this house off of there hands than why are they wasting money on appraisals? before they started all of this they even sent my lender the info on the house to get started before they did all of this. also some websites are showing the house as sold now. hud claims that when there appraisal is done that they will let me know asap but i feel like i am being jerked around. thanks
