Need help with finding motivated sellers list

I've run into a road block while trying to obtain a motivated sellers list. Went to my county office and all I was able to get was pictures of properties up for the sheriffs auction. I was pointed to go online but it literally directed me back to the sheriff's auction. Without buying a list off of list source, what are the ways to find a list for free?
