Wholesaling in New York City

I'd like to start investing by first doing wholesaling. So far to my understanding, the main players I need in my RE team is a RE attorney and an investor friendly title company.

Problem is, I can't find either! I called around and everyone is telling me wholesaling is illegal.

Does anyone know if I need both an attorney and a title company to close deals in New York?

Can I use just a title company to close and use contracts from "US Legal Forms"? ( I prefer to do this).

Thanks!
