Who to contact in regards to a foreclosure

So a house in my neighborhood has been vacant for a few months now. I think it’s been foreclosed.. not entirely sure. So I have two questions one.. how do I confirm this house is foreclosed and 2 if it is how do I position myself to be able to make an offer on this property?

Go to town hall and see who the current owner is. If it’s a person - you will need to find that person and see if they want to sell you the house. If it has been foreclosed and is lender owned you will have to wait until it gets listed to make an offer on it.
