Advice on Pre-Forclosures

What is a good approach to contact pre-forclosures? I have sent mail but have gotten no response. Is it better to cold call? If so whats a good starting approach to getting them to listen to what you have to say?

The reason I asked was.....the last thing someone in foreclosure needs is some wholesaler tying up their property under contract, can’t wholesale it, then walks away leaving the homeowner no time to sell it to a real buyer. 

Please stay away from these people unless you can actually buy it.
