bids on short sale

Hi. There were mulitple bids on the house we want (its a short sale) so the realtor asked for highest and best bids. We won. Bank accepted and paperwork went to lawyer. Realtor told others the highest bid and then one of the bidders upped there bid 3hrs later (after already submitting highest and best offer). Is this allowed? After you "lose" the highest and best offer you are allowed to rebid. It doesnt seem right
