Sheriff sale paperwork question

Hello BP! A friend of mine is renting a home in Akron, OH. He and his roommate got a very unpleasant surprise when they found a notice on their door informing them that the property was being sold at a sheriff's sale. He would like to buy the property at the sale, but he's having some trouble with the paperwork, and while I can make assumptions, I don't want to be wrong. Here are the areas I'm unsure about:

1) I checked "Yes" to "Is the property now RESIDENTIAL RENTAL PROPERTY?" 

2) What is the purchase price? Is this the price he is bidding? Or the price his landlord purchased the home for?

3) I am assuming part (C) is not applicable as the home was originally purchased by an individual. Or is that not correct as the bank now technically owns the property?

4) Does my friend put his own information into part (D)?

I do plan to call the sheriff's office for assistance with the form, but we haven't found them to be the most friendly people. There's been a lot of conflicting information flying around throughout this whole process.
