Negotiating with the State re. a judgment?

Has anyone had any luck getting their state government to discount a judgment they own as a creditor? I have a huge one ($110K) against a deceased seller in foreclosure (which I would think would give me some leverage) for violations on his property. I've successfully negotiated huge discounts with creditors in the past however, I never went up against the state before. Just wondering what my chances are. Thanks.
