Tax Default Auctions: Land up for auction but not home on land

I saw an auction that was for a piece of residential land in Paradise but the info stated that

the home on the land up for auction was NOT included in the auction/sale. The Home on the land was occupied. The land was sold. In the future, if i come across an auction listing like this that I may want to bid on I am confused about a sale like this. If I win the auction, for land, which states that the home is NOT included in the sale how would I go about; 1. Selling the land later if I wanted to Would who ever I sold the land to, have to let who ever lives in the home on the land continue to live there as long as they wanted to? How do i explain the situation to an interested buyer? 2. What if I wanted to live in the house on the land I purchased? if I don't own the home, what rights do I have if any, to live on the land? If I don't own the dwelling, just the land, who would the tenant be paying rent to, to live there? If the tenant living there owned the dwelling, then how could I ever live on the land or sell it? if I own the land and the tenant rents or owns the dwelling, how are issues handled? What if I do not want the tenant to do particular things to the land but they do? What if the dwelling is harming the land, disrupting it in any way, or being destroyed in any way? What issues or things would the tenant of the dwelling be able to expect or have rights to concerning my land? If someone owns a dwelling, but not the land it is on, are they informed that the land their home sits on will be auctioned off? If someone owns the land and the home is going to be auctioned off, are they informed before it happens? How/why would any piece of land be sold not including the dwelling or home sold not including the land? it may be simple or more common than I think. I've just never come across this and I am really confused. But i've seen one, so there may be more in the future. I just wanted to get some information about this before i come across some parcel I just love up for auction with a home that is not included or the other way around.
