Stewart Title Requiring their name on Short Sale Approval?

I am trying to close on a Short Sale in Florida. Stewart Title is requiring that their name is on the Short Sale Approval, in addition to the Seller's name. I have never heard of such a thing. The servicer has not complied with this request. We are at a stalemate. 

Has anyone had this happen to them? What is the logic behind Stewart Title's requirement?

    Did the title co do the “negotiation” and are they supposed to get a fee? Stewart title knows what they doing.....something sounds off.
