Foreclosed IN MD CHANGED LOCKS

Hi all,

I have a bizarre question on the opposite side of things.  My friend's parent's house in which he was living in got foreclosed to not fault of his own.  He came home today after doing some errands, and someone changed all the locks to the home!  Is this legal?! what should he do?  I asked him if he got any notices and he said he received nothing!
