Offers for a home surrounded by rentals

Hello,

I heard that when bidding on a REO home surrounded by rentals you should offer less than a similar home on the next block over surrounded by owner occupants. Is this true and what is the usual discount? Does any veteran REO investor/wholesale know the reason for the discount?
