Who do I hire to inspect and give me estimates on foreclosure

Hi, I'm looking at a foreclosed fixer to live in, not flip and don't know who to call first before I make an offer. Inspectors? Contractors? Not too crazy about spending money on a house I may or may not buy. Any other suggestions? Thanks
