Buying REO with existing tenant

Hey ladies and gents, I have a newbie question here: When making an offer on an REO with an existing tenant that may have to be evicted or cash for keys buyout, how does that affect offer price? How is that tenant situation weighted against let's say making an offer on the same property if it were vacant? Also, does hard money lender funding criteria change if property is non- cooperating tenant occupied? In my area here there are a lot of REO properties in desirable neighborhoods being sold with existing tenants. Any input greatly appreciated, thanks.
